By exploring their origins, motivations, and impacts on international security, the study provides a nuanced understanding of the complexities they introduce to global governance. The findings highlight the necessity for adaptive strategies and policies to effectively manage and mitigate the risks posed by these influential players in the contemporary security landscape.
